Air Quality and Greenhouse Gas Emissions Specialist

We are currently seeking an experienced Air Quality and Greenhouse Gas (GHG) Emissions Specialist to provide services regarding air quality (criteria emissions and health risk assessments), greenhouse gas emissions, energy modeling and analysis, and to prepare individual reports and associated sections of CEQA documents. Analytical and clear and concise writing skills, as well as excellent communication skills, are required. The Specialist will work independently and collaboratively with EMC Planning Group staff and clients to coordinate work products and to ensure they can be seamlessly integrated into CEQA documents.      

Experience (must meet all minimum requirements for consideration):

  • Bachelor of Science Degree from a four-year college or university in environmental studies or relevant science or technical field;
  • Three years of demonstrated professional experience with relevant modeling and CEQA document preparation; 
  • Experienced with CalEEMod, EMFAC, ROADMOD, AERMOD (experience with other emissions models is a plus); and
  • Knowledge of state, air district, and local agency air quality, GHG and energy plans, regulations and legislation.

Responsibilities:

  • Manage and conduct health risk assessments, air quality and GHG impact analyses, and prepare individual reports and all types of CEQA documents;
  • Quantify construction and operational health risks, air quality and GHG emissions for a variety of project types and scenarios using legally-defensible models, methods, and assumptions;
  • Research and interpret air quality and climate change legislation and policy;
  • Provide technical assistance on air quality and climate change projects including understanding regulatory language and issues, prioritizing risks, identifying impacts, and recommending solutions; 
  • Coordinate between EMC Planning Group office staff, clients, regulatory agencies and others; 
  • Prepare proposals for air quality and GHG analyses including scoping, schedule, and budget; and 
  • Perform and manage multiple tasks within scope/budget/schedule expectations and ensure quality standards on project deliverables.

Qualifications:

  • High level comprehension of air quality regulations and their relationship to CEQA; 
  • Knowledge of appropriate air quality impact assessment guidance/requirements such as those issued by the US EPA, CARB, OEHHA, and local air districts;
  • Demonstrated organization skills, strong written and oral communication skills, and a work ethic focused on high quality products;
  • Ability to collect and synthesize data and prepare written reports within time and budget constraints; 
  • Proficient in Excel, Word, and basic computer skills. GIS proficiency is a plus; and
  • Ability to work independently or in a team environment.
