City of Carmel-by-the-Sea Local Coastal Program

EMC Planning Group prepared the Local Coastal Program, consisting of the Land Use Plan and the Implementation Plan, for the City of Carmel-by-the-Sea. The Land Use Plan involved policy development regarding land use, aesthetics, recreational use, transportation, biotic resources, coastal protection, and public services. The Implementation Plan involved setting zoning criteria and other implementing procedures for the city. Issues such as improving visitor serving amenities, sustainable storm water management techniques, and preservation of the community’s character, as identified through a public scoping process were critical issues that were addressed in the plan. EMC Planning Group prepared policy language and maps for the plan, including maps of the city’s recreational opportunities, coastal infrastructure, public access, and historic resources.
