City of Half Moon Bay General Plan Update and Local Coastal Program

EMC Planning Group assisted the City of Half Moon Bay through a public participation process, needs and issues analysis, and the selection of a preferred land use alternative towards the creation of a revised draft Local Coastal Program (General Plan). Because the city is located entirely within the coastal zone, the General Plan and the LCP Land Use Plan were prepared concurrently and combined into a single comprehensive planning document. The city identified seven mandatory elements and two optional elements that they incorporated into the General Plan update. The seven mandatory elements include land use, circulation, housing, conservation, open space, noise, and safety. The optional elements include parks and recreation, and economic development.
