South of Tioga Mixed-Use Project EIR

EMC Planning Group provided planning staff support and prepared an EIR for a 10-acre project consisting of two hotels and 420 residential units on a redevelopment, infill site in Sand City. The site includes areas of sand dune habitat that is home to protected Monterey spineflower (Chorizanthe pungens var. pungens) and Monterey gilia (Gilia tenuiflora ssp. arenaria), as well as coast buckwheat (Eriogonum latifolium) that provides habitat for Smith's blue butterfly (Euphilotes enoptes smithi). Other issues addressed in the EIR included aesthetics, air quality, greenhouse gas emissions, historic resources, soil contamination, noise, traffic, water and wastewater.
