Winn Grading Abatement and Permitting

EMC Planning Group provided regulatory permitting services for the Winn Grading Abatement Project located west of the City of Gilroy, in unincorporated Santa Clara County. Adjacent to an unnamed tributary to Bodfish Creek, construction of a retaining wall and placement of fill behind the wall had been completed without a grading permit. To promote slope stabilization under the current retaining wall failure emergency conditions and prevent further impacts to the stream, an EMC Planning Group biologist obtained a Santa Clara Valley Habitat Plan emergency permit; a California Department of Fish and Wildlife expedited Streambed Alteration Agreement; a Regional Water Quality Control Board expedited permit; and coordination with the U.S. Army Corps of Engineers and the project engineer to alter project design so that no federal permit was required. The biologist also provided native plant restoration recommendations and coordination, conducted a nocturnal ringtail pre-construction survey and riparian habitat environmental awareness training for site workers.
