South of Tioga Mixed-Use Project
Staff Support and EIR

The City of Sand City retained EMC Planning Group to handle nearly all of the staff planning and project processing and consideration tasks associated with a major re-development project for an area known as South of Tioga. The project consists of a six-parcel vesting tentative map application, site plan review, architectural review, and conditional use permits for use of the 10.64-acre project site. Proposed development consists of 420 multi-family residential units, 216 hotel rooms, and a restaurant.

EMC Planning Group provided staff support services that included: administrative staff assistance, application coordination and site visits, pre-application committee meetings, review of technical reports and issue investigation, formal application review and evaluation, project description development, preparation of information items for the City Council, agency and tribal consultations, noticing and agenda packages, and project representation at City Council hearings.

EMC Planning Group has also provided extensive biological resources services that included preparing biological constraints analyses, focused botanical surveys, and a habitat conservation plan in coordination with the USFWS.

EMC Planning Group also prepared the project EIR for the City.
