Michael J. Groves, AICP - Senior Principal

Michael is the founder and Senior Principal of EMC Planning Group Inc., 1978- present. Through a commitment to excellence in client service and the hiring of highly qualified personnel, he has successfully established EMC Planning Group as one of the leading land use and environmental planning firms in California. Michael earned his Bachelor’s degrees in Geography and Environmental Studies from the University of California at Santa Barbara. In addition, he maintains professional certification from the American Institute of Certified Planners (AICP). His 42 year stellar reputation for honesty and impeccible work ethic preceed him. Michael has been Monterey High School’s off campus Head Varsity Baseball Coach since 1980. Under Michael’s leadership the team has won nineteen league championships in 39 years and qualified for the Central Coast Section Championship Tournament 33 times in 39 years, earning three California State Sectional Championship titles. Michael has been named league coach of the year eleven times, is listed on the top 25 coaches of the 20th Century for all high school and college sports in Monterey County. In 2019, he was awared KSBW’s Golden Whistle Award for coaching and also named to the State Hall of Fame by the Calffornia High School Baseball Coaches Association. Michael is also a member of the Monterey Peninsula College Hall of Fame. He will be a featured coach in Martin Davis’s, new book, entitled, “30 Days with America’s High School Coaches.” Michael says, “mostly it’s about serving the community. I love coaching and I love working with these student athletes on teamwork, integrity, positive thinking focus, and life issues. It is all about giving something back!”

In 2005, Michael became the President of the Foster Parent Association of Santa Cruz County, challenging safety and permanency issues within the system in a presentation to the Board of Supervisors. Board member, now Assemblyman, Mark Stone, took leadership to help Michael form a large county task force to improve the lives of youth in foster care through policy, procedure and legislation.
