Sally Rideout, EMPA Principal 

Ms. Rideout joined EMC Planning Group in October 2006, and has been working in the planning field since 1996. Her professional experience includes project management in the municipal and private sectors, and non-profit organizations. She is a past President and former Director of the Monterey Bay-Silicon Valley Chapter of the Association of Environmental Professionals. Prior to joining the company, she was a planner for the City of Pacific Grove, California.

With 24 years of municipal and private sector planning and project management experience, Ms. Rideout has successfully coordinated CEQA and NEPA review and documentation for a variety of projects and programs. She is experienced in providing senior staff support to public agency commissions, boards and committees, including architectural design review and historic resource committees. Ms. Rideout prepares and manages CEQA and NEPA documentation and provides current and long-range planning assistance for large and small planning projects including general plans, specific plans, public facility and infrastructure projects, subdivisions, public works management plans and programs, site acquisition, private development, and alterations to significant historic resources. She provides ongoing municipal planning assistance, and representation at public meetings. She prepares, reviews and presents staff reports, findings and conditions of approval, prepares and manages agendas and meeting minutes, and is experienced in providing administrative oversight and management duties at all levels of public administration.

As a senior-level project manager, Ms. Rideout prepares and oversees budgets, schedules, and document preparation, and manages work-flow, subconsultants, and team assignments. Her areas of expertise include land use, visual impact assessment, air quality and greenhouse gas modeling and emissions assessments using CalEEMod, RoadMod, and EMFAC. She has prepared NEPA documentation for projects funded by the US Department of Veterans Affairs, the US Department of Housing and Urban Development, the US Department of Agriculture, the US Department of Fish and Wildlife Service, and the Federal Highway Administration (Caltrans). Ms. Rideout represents, or has represented, many of the firm’s public sector clients including the City of Gilroy, City of Carmel-by-the-Sea, City of Pacific Grove, City of East Palo Alto, City of Soledad, City of Hollister, City of Los Banos, City of Patterson, City of King City, County of Monterey Public Works Department, Soledad Unified School District, and other agencies in Monterey County, San Benito County, Santa Cruz County, Santa Clara County, Merced County, and San Mateo County, and the City and County of San Francisco.
