Ms. Liang joined EMC Planning Group in 2025. Her current responsibilities include preparation of environmental review documentation in compliance with the California Environmental Quality Act (CEQA). She has extensive experience in preparation of environmental review documents in compliance with the National Environmental Policy Act (NEPA); drafting letters for consultation with regulatory agencies; floodplain management; environmental review; and project management. Ms. Liang’s skills include ESRI ArcGIS mapping and data management.
Ms. Liang previously worked for the Federal Emergency Management Agency where she reviewed federally funded disaster recovery grant projects and ensured compliance with applicable environmental laws and regulations in nine different states. She primarily worked on the Direct Housing Program, advising the agency to comply with environmental planning and historic preservation laws, regulations, and executive orders when providing temporary housing for disaster survivors.
Ms. Liang holds a Bachelor’s of Science degree in Environmental Science and Management with a concentration in Geospatial Information Science from the University of California at Davis. She was previously a certified floodplain manager.
