Mr. Turner joined the firm in 2025 as a Senior Planner bringing expertise in the areas of municipal and environmental planning. His primary responsibilities include project management, as well as researching, preparing, writing, and editing planning and environmental documents, including public policy and regulatory plans and ordinances, research reports, development and implementation plans, supporting and implementing documentation, and CEQA/NEPA documents.

Mr. Turner’s expertise includes CEQA compliance, Specific Plans, minor and major subdivisions, minor and major Use Permits, and SMARA compliance. Byron’s unique planning experience allows him to see projects from “both sides of the counter”.

Prior to working for EMC Planning Group, Mr. Turner worked as a planner for several cities and counties including the City of Sedona, the County of Imperial, the County of San Benito, and the County of Lake. In 2019, he moved to the private sector where he provided on-call planning services to a number of cities and counties in Northern California, including the cities of Calistoga, Fort Bragg, Paradise, and Willows, as well as the counties of Humboldt, Trinity, Del Norte, Lake, and Mendocino.
